Opium: from the legal to the illegal

We know that vast amounts of prescribed pain killers and heroin are sourced from opium. The story I just saw on The Newshour highlighted this fact, and implied that the "doubling" of Heroin use since 2007 mirrors the huge rise in prescriptions of pain killers that started in the '80's.

Apparently the addiction is so strong, and helps pain so much that when a pain patient loses their prescription they turn to black market pills, or heroin which is much cheaper.

I was given a prescription of MS Contin after surgery once. It made me sick and I couldn't take it. I toughed it out on Motrin. I survived.

I wonder if Mr. Hoffman 'started' on pain killers.

Should doctors be less liberal with opiate prescriptions?

I know, poor people make poor choices, yada, yada, yada, but this is definitely not tied to poverty. Is there an answer (outside of that)?
