Opinions wanted: Best non-Pro video capture hardware

In the near future I will be trying to put my family's VHS collection on VCDs and I will need some form of video capture card do this with. I have an Epox 8K3A+ motherboard with lots of PCI slots open and I use a VisionTek GF4 Ti 4200 video card. What hardware should I buy that will allow me to capture at very high quality and not cost me one of my limbs? Also, should I get a third hard drive to do this with? I have one 40GB Maxtor ATA133 7200RPM and one 45GB Maxtor ATA100 7200 drives.
