Opinions: Is this an attempt at scam?

My brother told me that he's been receiving new credit cards from several banks under my name, although he has never applied for them. He told me that my identity might have been stolen or leaked somehow, and someone is using it to apply for credit cards and what not...

I had a nice credit report back when i was still in states. Now my brother is using a secondary card (under my account) for his daily shopping and grocery and whatnot.

A few days ago my brother told me that he received a shiny new platinum credit card under my name from RBS. My brother never signed up for it, so naturally he called them up and told them he never applied for it and asked for the card to be cancelled (like what he's been doing with other unwanted cards)

The weird thing is that the CS told him that the card has been used for balance transfer from RBS to other banks like citibank and discover card. However, that card has never ever been activated at all.

Question 1: Is it actually possible for someone to do balance transfer, on two different dates, to two different accounts, on a card that has never been activated?

Anyways, a few days after the call, my brother received a letter from them. One of them contains a writeup that the account has been closed due to fraudulent activity. It was signed by the Fraud Investigator of Citizens Bank of Rhode Island, an affiliate of The Royal Bank of Scotland Group. (Btw, the card was supposedly "People's Bank" branded)

The second letter is an affidavit that i'm supposed to sign and return, to confirm that i didn't make the CC charges, and so on ... It told me to return the signed affidavit to a PO BOX 7092 in Bridgeport, CT. Two phone numbers were provided: 706-649-XXXX (should i reveal it?) and 1-800-747-8155.

Question 2: Reverse lookup of the phone told me that 706-649-xxxx is a Columbus, GA based phone, while the 800-number didn't yield any result. Is there a better way to check the validity of the company based on the phone number provided?


In closing:

I'm quite suspicious that this is an attempt of scamming something, considering how i've never heard of the banks or the cards, is charged twice despite ever having activated the card, and asked to sign and return an affidavit to a POBOX in Bridgeport, CT, but was given a phone number in Columbus, GA, for a card issued by a Bank in Rhode Island. Why do they even use different areas?


Any hints? Advices? What to do? Should I ask my brother to sign and return the affidavit? Or just ignore it and take it as an attempt at scam?

Have your brother call the 800 number on the back of the card and find out if they sent the letter.

To be on the safe side, call the credit unions and tell them to put a freeze on your credit line until you figure this out.

Well, my brother already called them and he was told that the card has been blocked.
I'm not sure which number he called, if it's the number on the letter ot the number at the back of the card. But i'll talk to him again and ask him which number it was, and see where to go from there.

Which credit union? RBS? And what do you mean by freezing the credit line? Is it the same as cancelling the card?

I think there's an identity theft scam going around that has to do with credit cards, but I don't really have any practical suggestions at this point. Be careful.

I think he means call the 3 main credit bureaus and put a fraud alert on it.

Here is a link with phone numbers. It would probably be a good idea to do this just to be on the safe side.

I would also request a full credit report and check for any other possible activity. If you notice anything immediately inform all 3 credit bureaus and have them clean it up.
