Opera and Tab / Offline mode question

Is it possible in the newest version of opera to do this? -

I want to open the browser with the last saved tabs but start them in offline mode so they don't all load at once, being really slow on start up.

If so, how do I do it?

Opera cannot do this right now and there is no extension out for it. There has been a post for this on the Opera forums since 2004 and no luck getting it implemented.
