Opera 7 and Internet Explorer 5

I have these browsers, and they seem to give me different websites for anandtech forums.

Opera has a quick reply box at the bottom, IE doesn't.
IE uses 100% CPU and can't scroll smoothly, Opera can. IE is fine on other web pages.
The forums stretch across the page more in IE than Opera.

I know the middle and bottom ones are probably software related, but why is there no quick reply in IE?
 
I just opened this thread up in IE 6 SP1 and there was no quick reply there either, strange. I always use Mozilla so I couldn't care less.
