I have a new laptop, less than a week old, and I got the double green underline AdChoices crap right out of the box. I uninstalled Chrome then re-installed and the double green underline thing is gone but something else is happening that looks like trouble. The last two times I've booted up and brought up Chrome a popup screen comes up indicating I need to update Chrome and offers me an option to do so. Interestingly it seems to indicate my version of Chrome is about 34.xxxx when I know I'm at 41.xxxx.

OK, this particular download option goes by the name "opensoftwaredownload" and I've closed it out both times without letting it do what it wants to do but I want to stop this from happening. So, I do a google search on opensoftwaredownload and just about every link has a removal tool to get rid of it but the language used is of poor English so I'm highly suspicious of ALL these removal tools.

WTF am I suppossed to do with this crap?

I'd start in Control Panel > Programs > Uninstall and see what is install on the PC. Did Chrome come pre-installed when you got the laptop or did you install it?

No, I had to install after receipt. Of course I used IE as that was installed and searched for chrome there -- perhaps I was redirected to a contaminated chrome install.

But, as I said, I initially had the double green underline AdChoices thing from the very beginning and I uninstalled chrome then re-installed, but this time I made google the search engine before searching for chrome. I'm not sure that makes any difference.

When I look at the installed programs from controlpanel/uninstall I don't see anything that pops out at me.

Sadly, I don't see any support option from google that I can report this or get advise on what to do. And again, when I search google for opensoftwaredownload virtually every link has suspect language usage that makes me suspect the location in the world where it was authored. And, they all have links to download a removal tool. Not going to trust that...

So, that leave me still looking for a solution on a laptop that's 5 days old and may have been infected from Dell.

If you don't see anything in Programs and Features, your next shot would be:
scan with Malwarebytes Anti-Malware (and you may want to download from another computer), or
Just do a factory reset since it is so new anyway.

I have Malwarebytes and MS Security Essentials and they find nothing.

Interestingly, I did not get the opensoftwaredownload thing the last couple times I've booted but the laptop is running strange. Specifically, the mouse pointer is REAL sluggish at times.

I know that the newer versions of Chrome appears to be really slow as a number of folks on this very board are reporting this recently so it is possible that somthing Chrome is doing is screwing up the system. I had to reboot a few minutes ago as the mouse wasn't responding like I said and when I went to shutdown there was a message about Chrome running out of memory -- I have 16GB. I may have to dump Chrome and see what effect that has.

Still, that wouldn't explain the opensoftwaredownload thing I've seen several times.

ADWcleaner is worth a try. It is a fast (5 min) malware scanner available at bleeping computer that scans for PUPs and browser addons. http://www.bleepingcomputer.com/download/adwcleaner/

While I'm tempted to give it a try I'm also reluctant to install even more stuff I don't know about. As I said before, when I did a google search on opensoftwaredownload almost all the links had download options to remove the problem but they were all different named tools and the language used suggested the authors were not native English speakers.

And, if ADWcleaner doesn't work how many other things should I download in an effort to stop something from doing an unwanted download?

So, unless someone has specific guidance on removing the opensoftwaredownload thing I'm not going to be downloading stuff to stop downloading stuff -- kind of a catch 22.

Interestingly, the opensoftwaredownload thing hasn't come up in a few days and I've done nothing to stop it that I can tell. And, I'm still not getting the double green underline AdChoices thing either. That would be great if Chrome would behave itself and not run SSSLLLOOOOOWWWWW.

ADWCleaner doesn't use an installer. Just download and run the executable file and it will run without needing to install anything. It doesn't scan the entire system for malware, but does a good job at removing garbage from the web browsers.
