opening ports

I have ICS running on my machines. I am unable to send or recive files from ICQ or MSN Instant Messanger. I need to make sure some ports are open, but I don't know how do to that. The machine with the cable modem is running 98 and mine is 2000. What do I need to do?

You need to download a program called ICSconfiguration.
