Opening folders takes a long time? Help!

I have a Pent 3 500 256k RAM with a UDMA 33 motherboard and a Maxtor 45g Fireball 7200rpm ATA 100 (but only going ATA33)running Win 98 SE. When I open folders up inside of folders it takes a long time like 4 or 5 or 6 seconds , or the window I close hangs on screen for a couple seconds?. If I reboot it is quicker at first then gets worse? Any idea what it could be? I have used scandisk, defraged and Norton System Works says everything is fine. As far as everything else computer is running fast playing games and everything else. The only thing I can think of that brought this on was upgrading from a pent 2 400 to a pent 3 500. Any replies appreciated.

I sure would hate to have to reformat again!
 
If you have thumbnails shown for image files, disable them. Creating thumbnails can take a long time even on a decent system.
