Ok, i found a place to download the iso for openbsd 3. Below is a snippet of what I got from the readme file.
Does this mean this isn't the full release?

The 3.0 release consists of three CDs for the IA32 architecture.
The images contains a snapshot version only, they will be updated when the
OpenBSD team releases 3.0.
 
Yes. That is what a snapshot is. To get the iso for 3.0 -release, buy it. If you dont want to buy it, do an ftp install.
