Open With windows at startup with "File: Program"

Every time I start my computer I get an "Open With" dialog at boot which shows "File: Program". I have looked through the registry and only find its own entry which gets inserted each day (showing on the left, "D:\Program" and the right just says "Program". Neither Programs->Startup nor MsConfig->Startup have anything listed for that path. Where else can I look for items kicked off at startup?

Edit:
I used CCleaner's Startup Tool and didn't find anything in there related to the path.
