Open-source DVD playing software?

I know that the legality is shady (damn DMCA itself is illegal), but you would think that someone would have made an open-source Windows DVD player based on DeCSS decryption. The simplest way would be to enable DVD playback through Windows Media Player. Does anyone know if this has been done?

VideoLAN can play DVDs and a lot more. It's freeware.
I don't know what it's based on.
