I hate to break it to you:Yea, it is a systemic problem. I worked for the VA in a very low level medical research position. Even there we were not allowed to take documents home, and any e-mails containing patient information or clinical data had to be sent over an encrypted network. Seem like the higher up in the government one goes, the less attention is paid to security. There simply has to be more accountability.
