Ontario bill would outlaw two-tier health care

Ontario's Liberal government introduced legislation today that declares two-tier health care illegal in the province, although privatized medicine is already banned by the Canada Health Act.
"This legislation enshrines into law what Ontarians believe deeply in their hearts," Health Minister George Smitherman told the legislature.

"Every member of our society has an equal right to quality health care based on need, not income."

If passed, the bill would also establish a provincial council to evaluate whether the system is working efficiently.

The legislation emphasizes the Liberal view that user fees for medically necessary services or a parallel private system would not produce better care, said Smitherman.

"Our answer to those who advocate pay-your-way-to-the-front-of-the-line health care is no way."

If this passes, the US clinics bordering Ontario will thank you.

It's already illegal by Federal Law, the Provincial government is more or less just confirming the Federal Law.

What is wrong with a two tier system?

It has been this way sine the '60's, don't expect any growth in cross border healthcare.

A two tier system has been rejected in order to assure the quality of the health system, a two tier system would have 1 system receiving all the best and the other getting the leftovers. There are some Private Clinics, but those are specialized and deal with
Elective care such as Lasik eye surgery or body enhancement.

The reason behind it is that people who oppose two tier healthcare say that it would lead to the death of the public system. They say that if there was a parallel private system, governments would cut spending to public heathcare and eventually make it useless. They also talk about private healthcare "poaching" jobs from the public system etc.

Anyway, I don't see a problem with some private health care (though two fully parallel systems sounds like a mess). There's already a two tier system, except the 2nd tier is located south of the border.
