OnStar question

OnStar in GM vehicles calls emergency services for you whenever the system detects a wreck, and OnStar stays connected even when you're not paying for the service, as in you can press the button and it will connect you with someone that tries to sell the service. Would they be liable for further injury if you're in a wreck and refused help if you pressed the button and the service was off?

Just curious.
