Only records left channel, adjusts OK but only left on reboot

I just rebuilt my old Win95 OSR2 system, but am having trouble getting the soundcard to work correctly. It's a Logitech Soundman Wave ISA, and it works fine, will make a stereo recording using Total Recorder 3.4, but every time I reboot the system it only records on the left channel. I open the Win95 volume controls (Sndvol32.exe) and go to Options/Recording, select my inputs and every input except Mic (which is mono anyway) has the balance all the way to the left. If I center them, I can record stereo, but when I reboot, they are all the way to the left again! Where does Sndvol32.exe get its settings? I searched the registry and couldn't find it and I don't think it's an INI file, have a feeling it's somewhere else. Thanks for any help.

Check autoexec.bat to see if it loaded any DOS utility in there, or maybe win.ini
There's nothing in autoexec.bat but I think there's a Load= entry in win.ini. I'll check that. Thanks.
