Only POSTS after BIOS clear with BIOSTAR M7NCG-400

Ok, I am pulling my hair out with this one. This board is brand new, with a new processor and new RAM. I have nothing else hooked up to it (it has onboard video).

M/B: Biostar M7NCG-400
Ram: Mushkin enhanced 2700 DDR
CPU AMD 2400
Generic 250Watt PSU

The board will only post, and start to boot after the bios is clear using the jump on the motherboard. Even if you enter the BIOS don't change anything and exit without saving, it will not post. You have to reset the bios to get it to post again. Tried loading all the base settings in the bios and still won't post until a reset. Tried a different CPU, and different RAM and I still get the same problem.

Just for kicks I set the clock frequency jumper from: (USER/100/133/166/200) to (Safe mode 100). With this jumper in safemode, the POST problems went away. I went into the bios and strangely all the options for FSB were still there. I set it to 133, and rebooted and the processor was detected correctly (even though motherboard was jumpered to 100 mhz). Started intalling windows and started to get strange I/O errors. Kinda felt like overheating, or overclocked CPU (wasn't overclocked, and heat was around 54C). I was getting hard drive errors, and cdrom errors while copying files and blue screens from windows. Thats as far as I got before giving up. I couldn't find any support for Biostar motherboards.. Does anyone know a board dedicated to biostar boards?

Yeah, I thought about that too. I could see that maybe causing the problem I had at first, but why would changing the FSB fix a power problem. But you are right, low power has cause problems in some of my other setups in the past.

The 100fsb jumper setting is an nV feature for recovering after failed overclocks, and to ensure compatability with all sktA CPUs.You should have been able to get the board to boot by holding the insert key down while powering on, did you try it?

Well one question that I have is why does the board act "somewhat" normal with the jumper in the 100 mhz position and not the default position. And I can still set the fsb to whatever I want in the BIOS, even with the jumper in the 100 mhz position.

As the setting suggests, it's safe mode for the board, which indicates it's the best setting for ensuring stability. Why the other settings "act up" for you I don't know.
