Well i would think the average resolution is 1024...
Especially since most pre built PCS are shipping with XP, and that looks plain foolish at 800x600!

Hey you also know that most people use chat programs right? The pages you view aren't suppose to fill up the whole page. Yes you have sites that work on % and spread across but that then lets you decide how far you have your windows. You then have space on the right hand side for chat windows.
All designers 2 years ago were told to design for 800x600. Quite a lot of people dont' use 1024x768 or they are in a position of not knowing how to change or can't as they don't have the privilages.
