Online Service Similiar to Call Waiting Modem

I have the Actiontec Call Waiting Modem where whenever someone calls, it automatically disconnects you from the internet - for it to do this, the phone has to have call waiting service. I'll be going to college so I won't need this anymore but my sister at home needs it or else no one can get through. However, it only has Win98 and Win2k drivers but my sis has WinME, so it might not work. I've heard of online services or programs that acts very similiar to my modem - can anyone recommend me anything?

(No, getting broadband isn't an option).

Try CallWave, I know of lots of customers that use it. I think that they get a voice mail type prompt through this service and then the software alerts you that there are new messages while you're still online and allows you to listen to the messages. Not positive though.
