It looks asked and answered in that other thread:

Sounds to me like you got infected by a fraudulent "antivirus" program. Something like this:
XP Antivirus 2008 Removal Instructions (XP Antivirus 2008) - MS Windows Vista Compatible Software

Lot's of people have been getting hit by these and similar programs lately.

But now he can't boot. It's telling him this:

the application has failed to start because SHLWAPI.dll was not found. Re-installing the application may fix this problem

I did a search on my system and it seems to be part of the core os.

If nothing else, he'll have to reinstall. Was kind of hoping someone might find a means of avoiding that.

Thats part of explorer. He can do a repair install, it should fix that issue but may not remove the original infection.
