Online Armor blocks everything, not just in/out traffic

Just dropped Zone Alarm (been using it for years) and installed Online Armor. It's fine except that blocking a program with Online Armor also prevents it from running. All I want it to do is block the in/out and leave the local stuff alone. Is there a setting that I'm missing or is this a feature that's common outside of ZA?

While I do not use online armor, its a pretty decent firewall.
Fortunately online armor has a support forum where your question may best be asked.
