One slow computer - 2 fast computers?

I have a problem with my "main" computer. My setup is as follows:

Cable connection (1500-300 / ATTBI) through Toshiba 1100 -> D-Link 804

Main comp speed test results 650 down - 270 up
Wifes comp 1400 down - 270 up
Laptop 1400 down - 270 up

Problem is same if connection is run directly from Modem -> main comp.

Problems in main comp right, go to dslreports and run tweak test and it all appears fine. What do I do now?

Oh my comp has xp pro the others are Winme.

Help?

First, try real download, and seeing if the XP is really slow?

I.e. Download a big file from fast server (Microsoft), and take the real time that it takes each computer to get the file.

Check if the Internal ICF (WinXP firewall is off).

It's really slow vs. other 2 computers and d/l a large (80 gig) file to confirm.
Firewall is off.

What now sigh.

turn off bandwidth throttling in xp. i think it reserves like 20%. that could be contributing to your problems.

I had turned off bandwidth throttling already. Swapped cables and reloaded driver and reinstalled NIC with no changes. Any other ideas?

Check you StartUp folder make sure that there is no uninvited program working in the background.

Use DrTCP to check your TCP settings.

DrTCP

Download Qcheck, and measure the speed of transfer between the computers (no Internet), may be it will help to isolate the core of the problem.
