It's been like that for a while.

I think it's more in place to stop double posts than it is to stop neffing. Look at some of these new members; they already have 2/3 the post count that I do and they've only been here since mid- to late december.
 
On one forum I used to visit they instituted a 300 second post limit. People freaked. They reduced it to 120 seconds and haven't changed it since. My posting halted.
