I've just noticed that one of my video cards will not throttle down to idle when its not in use. Any ideas on what could be causing this?

There's a bug in Nvidia's driver that pushes your clock speed beyond idle clocks when used with a 144hz G-Sync monitor. Based on your sig: 27" ASUS PG278Q LCD 1440p @ 144Hz will do just that; prevent your GPU from idling.

This. OP, look this up and you could possibly manually reduce refresh rates to see if that helps.
