One of my monitors 'tears' when I plug in anything USB

Okay, this is weird. When I plug something like an mp3 player into a usb slot, for a few seconds my second monitor screen seems to "tear". It looks sort of like the tearing that occurs when vsync is off and the framerate is too high... best I can describe it. Only lasts a few seconds and everything seems fine.

But what in the world is causing this? Should I be concerned? Seems like interference because of a motherboard, video card, or cable problem, but I don't know how to begin to find out which.

If this is something that can't do any harm it's not such a big deal, I just don't want to fry something by ignoring it.
 
If you switch monitors, what happens? Does it persist with the same monitor, or does it pertain only to the secondary monitor?

It sounds like a driver issue to me, however. Does it coincide with the little popup tooltip in the bottom right of the screen that comes up in Windows when you plug in a new USB device?
 
If I change the monitors around it does the same on the other one. (Whichever one is the secondary)

I haven't seen the new device thing pop up during this, though.

Drivers are the newest available, BIOS as well.

It's not really that big of a deal, if no damage is possible to anything because of it. Just seems like it could be a lot of things and I don't really know how to go about figuring out which one.
