One of my Mobo fans died, best way to fix/replace?

On my Asus Rampage Extreme IV, the black fan on the bottom right doesn't spin anymore

Also, my temp monitor informs me that my PCH crosses 60 degrees in gaming, which I know isn't too bad, but I'd still like to keep cooling down. Any suggestions on how to place or mod some noctura (or other) fans on here to help keep everything nice and cool?

Are you sure? It only spins up when the PCH gets hot enough.
