One more time on the ICQ banners

I realize that this topic has been beaten to death...and that's the problem. There is so much info in the threads dealing w/ this issue that I get very confused. Has there been a final conclusion on the best way to get rid of them. Thanks for all the thought put into this and sorry for asking again.
