You can hem and haw all you want Cad, but the proposal by Bush allows illegal aliens who are here illegally to stay legally. Yes, there is a time limit, yes there exists criteria for eligibility, but the bottom line is it converts illegals to legals. Bush's proposal effectively rewards those who came to the U.S. illegally. They did something illegal, yet the gov't is willing to forgive them if they enter this program. No, they're not forgiven indefinitely, but the conversion takes place = Amnesty.
REAL immigration reform would fix the issue for those who are attempting to enter the country legally, perhaps raising the cap on immigration and tying it specifically to employment conditions on this end, NOT creating a system where you let those who came here illegally off the hook.
