They put you in jail for doing "direct" stuff like that. ;)

And don't look for "payback" from the dogs as they're not responsible anyway.

Instead target the owners with passive-aggressive stuff like super-bright "security" spotlights that just by coincidence shine right on their bedroom windows for example.

Another nasty trick is to record the guys dogs when they're barking and then blast the sound over a hidden speaker all night long to see how they like it. (I know a person who actually did this)

Offer to walk them for $10/day. They'll be happier and bark less, you'll be up $300/mo, and get some exercise to boot.

If he refuses at least he might catch a hint.

Sounds like they are being neglected. I could see that being frustrating. If you want to be passive aggressive find some ads for dog walking services and keep putting them in their mailbox.

Cats can be noisy but only sometimes. That's why I like them more.

I did, 4 years ago. The cops say that doesnt qualify as abuse. They didnt like it either.

The exercise part is key here, OP. The extra scratch is nothing to sneeze at either. You can buy huge bags of dog food. And whether that's for the dogs or you is nobody's business. I keed, I keed. ;)

The "civilized method" the law likes is to:
1. Purchase lawful surveillance equipment
2. Send notice
3. Sent 2nd notice
4. Do mediation/ADR
5. Hire attorney and file a lawsuit for nuisance, negligence, trespass, etc.

I had this problem around 5 years ago. Guy who lives on street perpendicular to mine and whose house property is behind my back fence had two dogs, one would not stop barking 1/2 the day. If he didn't come home by around sunset, the dog would just keep barking, a black Labrador. Was driving me nuts, the neighbor on his other side too. I met that neighbor by commiserating about our common problem with the dog barking, and we're friendly.

The guy with the dogs, well, I don't have much hope for any relationship with him because he's not very empathic. He tries to be friendly, sort of, but I don't trust him.

I thought of various things to stop the barking, including contacting my town's government. I sent them a detailed letter, and I think my other neighbor did too. He got informed by the city that they were investigating the complaints. He eventually got a collar for the dog that's "programmable" (changes the intensity) that shocks the dog when it barks. I'd bought a device off Amazon that takes a bunch of AA batteries that responds to barking by putting out high frequency sounds that presumably discourage barking (upset it!). I put it out there but I don't think it helped. The collar was the thing. That dog eventually died and he got another to replace it that doesn't have a barking problem. The former Lab used to bark every time someone walked by his house on the sidewalk.

I think part of the problem was that AFAIK he never took the dog for walks or runs or anything. I heard that Labs need that.

I have a (late) friend that had a black lab. They most certainly DO need a bit of vigorous exercise DAILY. My friend would take his dog on mile walks with him.
