Onboard video problems

I'm working on a Compaq presario with onboard video that has no video display. Tried three other PCI video cards that I know are good and still no luck. I know the monitor is good as it's the one on my test bench and it's currently working with another machine.
I did reset the CMOS and tried the 3 other PCI cards in 3 different slots. Any ideas?
 
You may want to give a little more info on the system (i.e. FULL model #)

Alot of the Pesario's with ATI video onboard had issues with other cards.
Is the video turned off in the BIOS?
 
I'll give you all the info I currently have which isn't much.
Compaq Presario 4409CL
SN# 3D27KYB8905L
Intel Celeron 1.GHz
256 MB Sync Dram
Integrated Direct AGP 3D Graphics
This all comes from the sticker on the side of the machine.
The video is not turned off in the BIOS as far as I know. I have absolutely no display of any kind on the monitor, so am unable to get to the setup screen to check any of that.
Have checked the MB and cleared CMOS but no jumpers available to disable the onboard video.
Never seen this problem before but am beginning to suspect the MB.
