onboard NIC card going out or worse?

Specs

Intel Pentium 4 3.0 ghz
512 pc .. cant remember off top of my head
ABIT IC7-G motherboard
Radeon 9800 pro 128 mb


This problem just all the sudden showed up 2 nights ago. I double clicked on my internet explorer icon to access the internet as i always do, and the browser opened up, and just hung at a white screen for about 40 seconds before all the sudden loading up as fast and normal as usual. So some sites that I browse load up instantly, while others will make the 40 second hang, then load up instantly. Working with MSN messenger, when I type a message to a friend, the message will hang there for seconds, then pop up on my screen as being sent, HOWEVER, sometimes during that 10 seconds, when final my messenger updats, the persons reply is already there, so they are getting the message instantly, whereas the prog is hanging for me.

I already contacted and talked to my ISP for an hour or so. Took my tower to friends place who has same ISP and while his worked just fine, mine still lagged. I also took out my 512 stick of RAM and replaced it with my friends RAM, and the problem persisted, so I ruled out RAM.

the LAN card is onboard the motherboard. So I am wondering would this just be a LAN card problem or is my whole mobo going fishy? Also ive had horrid problems with RAM. I removed my stick of RAM, and when i put it back in the first slot, I got the extended beeps. So i put it in the second slot and my maching started up without beeps, but nothing appeared on the monitor. In the last slot, it started up like normal but I got the 'CPU is unworkable or has been changed' error, so I hit F1 to continue, and i restarted my computer and went into the BIOS, and made sure the right processor speed was selected, which it was, and i havent seen the error since (2 restarts after initial error). Games, DL speeds, and everything else APPEARS fine, just general browsing and Instant Messaging. Also i have tried various browsers, and IM programs, and tried a clean install of windows.
