Onboard 3com has a problem?

I bought a Albatron MB with a onboard 3com nic. The thing is when I turn on the computer the nic doesn't work, the internet doesn't work, the ip address isn't given. Only when I disable it and then enable it will it work. I have a VIA K8T800 motherboard using WINXP Pro
