AFAIK the 21st delegated it to the state and the county. County having the authority in this matter. Don't know. Hence why you have "dry counties" and "wet counties" and "semi-dry counties"

Doesn't dry mean you have to pay a tribute (basically a cover charge) to drink alcohol?

I don't think so. We have "dry counties" in KY where you can't buy spirits (some can't even buy beer), but you can have them in restaurants. It's complicated and I won't divert the discussion to the current prohibition that is taking place.

I believe that is what the 21st amendment did - left it up to the states and counties.

Heck, where I live the county adopted measures to sell spirits on sundays. The cities within that county chose not to adhere to these measures and impose their own laws.

But, all hail the 21st!!!!

Amendment XVIII

Section 1. After one year from the ratification of this article the manufacture, sale, or transportation of intoxicating liquors within, the importation thereof into, or the exportation thereof from the United States and all territory subject to the jurisdiction thereof for beverage purposes is hereby prohibited.

Section 2. The Congress and the several states shall have concurrent power to enforce this article by appropriate legislation.

Section 3. This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of the several states, as provided in the Constitution, within seven years from the date of the submission hereof to the states by the Congress.

Show me where imbibing spirits is illegal.
