On Pins and Needles

Okay folks, here's the situation...

October: I sent in an application/resume for a job.
November: I get a call for an interview.
2 weeks after the interview, I get a call back asking if I'm interested in another (similar) position.

The last time I called them (maybe a week and a half ago), the HR lady said she hasn't received any paperwork regarding the job, meaning they haven't hired anyone yet. Is it normal for them to take this long? For what it's worth, it's a government job. I emailed the hiring manager last week reaffirming my interest, with no response. Would it be rude to call again this week, or just be patient and keep my fool mouth shut? I swear, waiting's the hardest part.

Yeah, that's what one of the interviewers told me when I was chatting to him afterwards. 😕

I guess I'll call them later this week.
