It is racist by implication, but it's really not offensive. Unless there's a pattern of discriminatory racist behavior I can't imagine this bothering even me.

To clarify, it's racist because of the implication that the term African-American is ridiculous. Further the joke takes the teller and the listener into a relationship seperate and superior to "those silly politically correct people (liberals, etc.)", suggesting that "Black people should be called black but we'll call them African American because of this silly social standard".

Although I do firmly believe that endemic social racism helped create that joke, I'm not offended by it nor to I think it's abnormal or unusual. It's just low humor, nothing to get your undies in a twist over.
