my dashcam can do 1080p (unknown fps) and 720p at 60fps. (vid in OP is 720p @30fps)

Which would have a better chance in capturing the license plate?
Probably 1080p would have helped in the dark, 4K at a high frame rate could have.
My improvised dashcam right now is a Note 9. but I capture videos at 1440p (30fps), I could go 2160p (30/60 fps) but it does not support tracking auto-focus and video stabilization.
I'd get a dashcam cazn can record from the rear too, people on their cellphones notpaying attention to the vehicles ahead of them.
I'll do an "experiment" at night and see/compare 1080p/1440 and 2160p captures licence plates.

pretty much nothing works with the contrast of the headlights washing it out. When doing license plate recognition with security cams, it is always better to hit the rear plate with a motion light to help combat the tail light contrast. Headlights are just too much.
 
Dashcams weren't meant to read license plates anyway. They're to record traffic around you and any accidents that may occur. So one would know who is at fault.
 
Wow. I learned to stay to the right side of a road that rose sharply because there is no way to tell what's coming up on the other side.
