He is a microsoft Agent Character, basicly you an utilize him in most any programming language, u can make him come out and talk to people and do animations. There are several of these characters out there some of the most notable are the wizzard and other characters from Microsoft Office. In this case they used javascript to get him to popup and say stuff, its not a spam advertise. It only works for people who have the characters installed.
