You are thinking of the movie called "Empire of the Ants." A bunch of drums of nuclear waste are dumped in a wooded area. They crack open. Ants get into the waste and grow into ants the size of pickup trucks. And then they eat people. The final scene of the movie takes place in a Sugar Factory. THey lure the ants in there and torch the place.

This B Movie used to play a lot when I was little. Around the late 70's or so. It's a classic. It was scary long before special effects budgets were even a buzzword. Remember that high-pitched sound they used to mean the ants were communicating? Scary stuff! :Q
