Thats a pretty stupid thing to say. By saying this your assuming that:

A) All Burmese Soldiers do this to people.

and

B) All accounts are true statements and not lies.

Well they are serving for the Burmese government. It's not exactly the nicest government in the world, just ask Aung San Suu Kyi.
