Unless you noticed the speed change directly after a modem power cycle, it wasn't the disgruntled AT&T admin. It's probably everyone else on your node having problems. Cuz that's entirely possible to do from the desk of an admin

In all reality, you shouldn't be getting more than 1.5Megabits per second. If it's more than that, someone's changed your modem's bootfile (where AT&T caps your speed both ways) and forced your modem to cycle itself.
