'Oleaut32.dll is out of date' message error

Whenever I try to access a Word document via the Internet, I get a Visual Basic error message: "The file 'oleaut32.dll is out of date' This program requires a newer version." I used to have VB installed on my computer but do not any longer. What can I do to cure this please?
