oldsmobile intrigue power steering problem?

When my engine is idling (~600-800rpms), my power steering (or maybe any kind of steering at all) cuts out. I can't manage to turn the wheel no matter how hard to try. If i give it some gas, though, the steering works fine. i can even put it in neutral, hold the brakes, push rpms up to about 1k, and the steering works fine. Any idea what's causing this? It's a major annoyance when parking, but I really don't want to take it in to the shop and spend money getting it fixed.

Put a couple things of power steering fluid in.

Seems to be at the right level right now though, without putting any in.
