older Mac G3 won't start up with Memorex 48X CD-ROM installed

I recently bought and installed a Memorex 48X CD-ROM drive in my desktop Mac G3 running OS 9. But when I start up my computer, all I get is a grey screen as if the computer can't detect a drive. I have it jumpered as master and it is the only thing connected to the IDE cable it is on. I tested all possible jumper configs, and I know the IDE port on my motherboard works because my old CD drive still works. What's happening? Is my IDE not compatible with "ATAPI IDE Interface"?
