Old x1300 Paste Replacement?

Hi guys quick question for you about an outdated card. The card in question is an ATI Radeon x1300xt AGP card. I have an older rig that needed a card and I found this for rather cheap. (Just learned why)

So I have the vertical lines on the monitor, three of them, about an inch thick. Obviously right away I knew the card was pretty much toast, but I researched to the point where sometimes cleaning it up and replacing the paste ended up fixing the card. Figured I would give it a shot but to be honest I have no idea how to get the heatsink off of the card itself.

It looks like it is "stuck" on there with thermal tape? Seems to be pretty spread out across the heatsink. So really what I'm asking is, how the hell do I get the heatsink off without ruining the card even more and am I able to use paste instead of the tape?

Any insight always appreciated!
 
I can't see how heat could be causing such a problem.

However, if you have time on your hands (or if I'm wrong and the fix you've found can work) I'd have a go at removing the heatsink immediately after exerting the GPU (via something like Furmark perhaps). The bond between GPU and heatsink will hopefully be weakened. Then, assuming the only connection between heatsink and card is thermal tape, try gently twisting the heatsink atop the GPU. Clean both surfaces with isopropyl alcohol once you've got the two apart.

Paste instead of tape? Just fine. Probably recommended, in fact.
