Officially, I believe the list is: USA, UK, Russia, Ukraine, China, France, India, and Pakistan. I remember a good deal of diplomacy and foreign aid to get the former Soviet republics to turn in their inherited nukes. I think all but Ukraine did, but I don't remember for sure. Isreal is believed to have nuclear weapons, and sometime back in the late 1960's/early 1970's South Africa announced it had constructed a few (I think five) crude bombs which were later destroyed in return for decreased sanctions/increased aid.
Iraq and North Korea have been widely accused of trying to build nuclear weapons, but so far there is no evidence that either nation has actually done it.
