Old system kick

Im stuck using an old system doing visualediting and printing.

Its a Supermicro P4DSE
With 2 duelcore xeon 1800Mhz (pga 604)
2Gigs or FBDDR2100 running at 200Mhz
Win2K server.

Here are some memory settings at the moment.
ACT to DET 6
ACT to R/W 2
RAS Precharge timeing 2
RACT 6
RAS cyclt after ref 10

This system has a huge latency due to FBDDR, I would have gone to 4gigs of memory to help but alot of the programs we use on this system wont run with more then 2 gigs ( I know, Bad programmed propriatary BS!)
With the extra available over head the ram has over its now running speed I thought I could tighten it up some.
Keep in mind that that this system is locked at most settings and I dont know what the CPU,MMU and FSB limit are on these and I dont have the privalidge of exparamenting.
Long time ago it was playing with the CAS of higher speed memories but this does not have that setting directly available.

Any easy suggestions or a quick link on hand to direct me on where to start would be appreciated.
