Old SiS 730 chipset and shutdown

I recently upgraded an older computer from Win98SE to WinXP. I did the ol' format C: and then installed WinXP Pro on a clean hard drive. For the most part it worked well, but there are a few annoying items that cropped up.

One of them is the fact that the computer no longer shuts completely off when you chose "shutdown" from the start menu. It goes to a black screen with the WinXP logo and a message saying "okay to shutdown your computer now." Under Win98SE it would completely turn itself off. What do I need to do to fix this?

The motherboard is a generic 'bought from Fry's' kind of thing. I have discovered that it has the SiS 730 chipset. I would give you more information but I regret to admit that I have not been able to figure out how to open the case yet! Some of those stupid barebones cheap cases seem to be sealed at the factory!

Any help would be appreciated.
