Old School: Underclock/volt a pentium 4 mobile

I have an old toshiba laptop (sucks) that i leave in the common room to handle skype calls and play music, so it's left on all the time. It can get really loud though, and i'm a little worried about how much power it uses. So i wonder if an undervolt or underclock will help at all?

I looked around online for undervolting software and tried Notebook Hardware Control but it doesnt seem to work. Also, general consensus seems to be split 50/50 whether it is even doable or not. I haven't taken a look into the BIOS yet, but i'll check it out soon.

Has anyone had success in undervolting a P4mobile? or know any other options?
