old laptop not using entire screen

i wonder what is causing this? driver issues? I'm trying to fix it for a coworker and I can't seem to find out what's wrong. It's a Dell Latitude CPi, very old laptop
 
Usually that's because the resolution isn't set to the screen's native resolution.

Try updating the video drivers and adjusting the res.
