Old Desktop PSU 12vdc?

I have a question about the power supply in a Dell Dimension 8100 I use. Recently the CPU cooling fan started acting up, so I ordered a replacement ( not exact). While waiting for my order to come in I place a 120mm fan so it would blow on the CPU with the cover off. When I turned the system on this temporary fan started and stopped a couple of times like the connector was intermittent. It's a molex connector and not the same connector as the CPU fan. I couldn't see anything obviously wrong with the connector so measured the 12vdc at the cpu fan connector and it was 11.7 vdc, measured with a DMM.

My question is: Is 11.7vdc acceptable for 12vdc in this power supply? This system is about 8 years old and I'm wondering if I might have a weakening power supply. I have no other obvious problems.😕
