Old AMD won't run on new mobo/memory/psu?

My friend has an old AXP, I think it's 1.4GHz. During the summer his generic PSU burnt a hole through the 12 pin connector, naturally frying the mobo and PSU. So he bought an 8RDA+, an Allied 400w PSU, and some Kingston PC2700 RAM. When he turned it on the fans spun up but the mobo wouldn't POST, not even a beep code. All the other parts worked in different machines, so he RMAed the mobo. Unfortunately, this was right after the 8RDA+ went out, so he got an A7N8X-X. Exact same thing happened, and he RMAed it again. Now the new Asus won't work either. All the other parts are known to work. Could the CPU be too slow for the memory/mobo? The mobo is supposed to support 200MHz FSB, which I'm pretty sure this proc is. I thought the BIOS would figure out to underclock the RAM if the CPU doesn't support the higher FSB? The PSU and mobo were bought from Newegg, but they were sealed in the packages.

If the cpu is an Athlon XP, it's 266FSB. An older Athlon Thunderbird could be 200FSB, though. In either case, the CPU should work on the newer mobos. IIRC, most of those Tbirds were unlocked, and could likely run at 266FSB with a lower multiplier. I would try another CPU in the new mobo, the crappy PSU might have taken the Athlon with it :(
